BALTIMORE – The events of 2020 made a clear case for why American democracy desperately needs reform. But while an important federal election reform bill called the “For The People Act” has stalled in the U.S. Senate, a handful of states, notably Maryland, are pushing forward with building a better democracy.

Maryland Senate Updates and Funds Gubernatorial Public Financing Program

Annapolis - The Maryland State Senate Voted 39-6 in a strong bipartisan vote to update and fund the state's small donor public financing program for gubernatorial candidates. Senate Bill 415 is sponsored by Chairman Paul Pinsky and is cross-filed in the House of Delegates by Del. Jessica Feldmark (HB424).

The COVID-19 pandemic dramatically altered the election process, with mail-in voting expanding as well as fewer in-person voting centers. The experiences of 2020 - as well as past elections - also revealed how to make in-person voting work better for Maryland voters. Our democracy is the most representative and the strongest when everyone participates in voting, so we should ensure that eligible voters aren’t faced with any unnecessary barriers to vote. This blog outlines three terrific ways to ensure that voting centers are accessible.

Student and Military Voter Empowerment Act Passes through Both Chambers of Maryland General Assembly

Today, the Maryland Senate unanimously passed SB283, the Student and Military Voter Empowerment Act. This legislation reduces the barriers that students and military members face when registering to vote and turning out. The House of Delegates passed a similar version of this legislation on February 23rd.

Maryland House of Delegates Establishes Permanent Vote by Mail List

The Maryland House Voted 95-38 to establish a permanent vote by mail list. House Bill 1048 is sponsored by Delegate Jheanelle Wilkins (District 20, Montgomery County). Bill is part of a larger response to increased voter interest in vote by mail

Statement: House passes timely, important democracy reform legislation

The House of Representatives passed a package of democracy reform legislation (H.R. 1) on Wednesday night that features important proposals to improve the health of America’s democracy. The bill would increase participation in the voting process and disclosures on secret political spending as well as reform redistricting practices. It would also create a small donor empowerment system for federal elections, which would help combat the overwhelming influence of big money in politics.
